Tried this ~10 years ago for car rental overseas, the cheapest price was VPN into the destination country and an WinXP/IE user agent. Most expensive was VPN to a high cost country and a Mac/Safari user agent. IIRC it was a 2-3x increase in price.

Those intermediaries were made expendable by the internet and the ability to book your own flights, but now a travel agent may be able to negoitate a rate for its clients and then book same for that rate plus a commission. Here is the irony: I use an actual human travel agent for all my trips. The deals he get are WAY better than anything available online anyways. Always first/business class only. Absolutely worth it!
