Misconceptions.
No one. All humans choose their actions. Some have more power and can influence others but people still choose their actions. As long as you have free will, no one can truly run the world.
Code runs the world.
Governments run on policy, determined by ideology.

I don't think any one person or entity runs the world, luckily or sadly. To me it is a bunch of power players all trying their hardest to influece things according to their views or wishes, kind of like a game of poker. Some have much more power than others, and thus have a bigger advantage in this game. But other than that, the future is all up for grabs.
I think people vote for what they want and sadly for us all, they get it. For the most part this. obviously there are people with more influence and power across the world. In second place would be the bureaucracies of governments.
