Man, they just have to say it to pay lip service to the officials. In reality, so many billions of what would be considered illicit funds have been going through Tether that even HSBC is just a toy in comparison.
The glossier, sleeker, faster and generally superior UX, the more likelihood some centralization is at play. You just have to expect it and accept it.
You also have a plethora of other options to choose from.
