You didnt read the whole thing. It’s in multiple places.

Let me copy and paste for you:

national law;

(c)is justified on a case-by-case basis by an overriding reason of public interest and is proportionate; and

The term “disinformation” appears multiple times. Who determines “disinformation” - the tribunal of truth? State newspaper Pravda?
