I don't agree at all with your second point though. Why would the balance in the 2wp ever be very high? You could instantly swap in, do your zero knowledge coin mixing or prediction market bet, then instantly swap out. Plus, if you think that a drivechain can capture even 10% of the market for monero or zcash transacrion fees (not to mention ethereum) then mm revenue could be pretty nicr for miners.
Miners can steal is good, otherwise it's a blocksize increase.
Stealing is only possible if mining is centralized enough for 51% to agree on where to send the stolen coins. If this is the case it'll be good for thefts to start happening because it'll give the mainchain warning that mining is fucked and you should close all lightning channels with untrusted peers and prepare for high fees.

We want bitcoin to be hard to change but also flexible.
Another way to do this without drivechains would be simplicity. Yet another would be a general zkp verifier. They all have tradeoffs but they will all improve bitcoin.
