The honest truth for most people?:
Apple Maps. Yes, it’s Apple, but it’s generally thought to be less intrusive than Google maps.
If you want to avoid Apple but still want a mostly usable experience:

Bonus tip: both Google and Apple Maps allow you to download an offline map. This retains most functionality of the respective apps, but doesn’t constantly phone home with your location data to Google and Apple servers.

Utter nonsense. At best, this is a lack of understanding of the technology. More likely, nothing but blatant intelectual dishonesty.
Lets take their own examples: a USB cable and a frying pan. They both serve as middle men that "transmit" data/heat.
The difference between these and Samourai, is that, although brief, there is a point in time where a USB cable "custodies" the data packet it is "transmitting" from one machine to another. Likewise, a frying pan takes in, custodies, and spreads the heat it is "transmitting". They are not peer to peer interactions.

I'm doubtful that they do any blocking at the IP level. Current assumption is that installing from obtanium/APK should still work. Even so, I wouldn't risk a substantial amount of funds with trying it
