If you think this affects bitcoin then it affects a majority of websites and platforms using ECDSA certs and encryption methods for anything from social media to banks.
If it is true then software will be updated. This is not an issue.

Electrum allows you to open lightning channels with sats. I think it requires a minimum of 200000 sats for the send channel and I'm not sure what the minimum is for the receive channel. You can use trampoline or gossip routing. I believe the idea is you take the tx fee when your channel(s) are used.

This won't decide anything's fate. It is the lawsuits with Ripple and Grayscale that will decide the fate of anything using PoS and US treasury leveraged stable coins. CFTC's head is calling eth and stable coins commodities but it will be up to the SEC to decide.
