No President can pardon anyone for state crimes. They can only pardon federal crimes. State crimes have to be pardoned by state Governor's and/or state Attorneys General.
All countries, societies and cultures have censorship. For instance, right wing MAGA people want all LGBTQ people silenced, rounded up and sent to conversion camps, litterly demanding all LGBTQ voices and writing be censored. Only their right wing hatred is allowed to be voiced, everything else they demand be censored and cancelled.

The US Oligarchs don't care if it's Biden or Trump, it won't matter to them. Anyone but Bernie is all they care about. That's why the DNC rigged their selection process to favour Hillary over Bernie.
The DNC would rather lose the Presidential election, than piss off the oligarchs that donate to the party.
And the GOP isn't any different.
As long as both parties keep selecting ineffectual puppets for their candidates, the real, unelected oligarchs that own the country can concentrate on controlling everything.

Perhaps you misunderstood, you can't cure cancer. You can only prevent it. Cancer isn't a disease, it's the damage that's been done by, radiation, pollution, contamination, infections. You have to stop those causes of cancer, to stop cancer.
As I explained with the Cervical cancer example, cervical cancer can't be cured. If you have caught the virus, and the virus had damaged cells, those cells can never be cured. You can only prevent the virus from infecting the cells.
There will never be a magic tablet you can take that'll cure lung cancer so that you can smoke as many cigarettes as you want. If you don't want lung cancer, don't smoke and don't live within a hundred miles of a coal fired power generator, or near a major highway or train lines that still use diesel trains.

For instance, it was discovered that cervical cancer was being caused by the papillomavirus (HPV) so they developed the Gardasil 9 vaccine which protects against the virus and prevents cervical cancer.
And doing things like breathing smoke, soot and all the other contaminates from smoking cigarettes dramatically increases the risk of lung cancer. I mean, that's an easy one to prevent. Don't smoke.
Skin cancer. We know that long exposure to the the sun will dramatically increase your chances of getting skin cancer. Again, we know what causes it, the sun. We know how to prevent it. Sunscreen and cover up.
