No, a user is free to chose the relays they use, with the rules they agree to. A user is free to have their own relay, with the rules they want. And you are free to use that relay, or not.

So the subject who was extracting doesn't exist anymore, who is extracting it now then? It sounds like a garbage term for a whole array of behaviours, both nefarious and worthy.
