Guaranteed, the founders of these shit coins donated/bribed. Bribing and scheming is what they do. It’s definitely a shitty look, tax dollars for shit coins.

There is no place for communism at the government level. The only use case that I could see is amongst a small close friend group. For example, if I had a bunch of weed, I’d share. If a friend had a bunch of drinks, I’d imagine he would share. Maybe someone has a bunch of food and they share. Now we have a party!
