Even if Canada and Mexico could totally stop the flow of those into the US (even the US itself has failed on stopping cocaine trafficking into their borders through air and sea), Trump will not take away the tariffs because this isn’t what he really want. It’s good for him to have that as a reason for them because he knows is practically impossible to stop trafficking completely.

Something similar in Spain, or at least in Barcelona/Catalonia region. If you break into an empty house, change the locks and nobody calls the police in the following 24 hours, you can’t kick that person out. The police won’t let you. You will have to go through the courts for that, which could take years. In the meantime, you will have to pay also whatever water, gas and electricity the new occupants use. Because cutting out these services would be inhumane, you know?
