and the first block I looked at today happened to be the first block of the halvening. Great bit of synchronicity for me

It was "mined" by the ViaBTC pool, so the individual miner that mined it won't get the full reward. And due to the lack of transparency of pools that don't use stratumV2, the miners of these pools are also probably not being paid the full mining rewards they are owed.
