True. It is a sensationalist video. What concerns me is the centralization of internet infrastructure and development. Countries will be incentivised to abide by the standards set in a centralized manner - a new digital infrastructure global body.

The document does speak about open source and free access and human rights and all the right things for this resolution to be accepted. You can only see through the fancy words by asking yourself "how will this be achieved"?

The document outlines quite a few things, wrapped up in pretty giftwrap of a digital new age.

For example;

Anytime they say the words make the internet "safe" change that for "we will block anyone we think isn't making the internet safe", or " we will have measures in place to police the digital world"

Etc.

That's what is really being said here.
