To my knowledge the city of Lugano will be the only european bitcoin hub not affected by this. Though they might take the overcompliance route nevertheless.

EU banning anonymous bitcoin payments without any threshold might be the single most effective attack on european bitcoiners so far. It makes legal bitcoin payments practically infeasible. The "then they fight you" phase is getting intense.
On the flipside, the more concious one becomes the more "possible outcomes" they see and may become more passive, inactive, and hesitant because of it.
