If you aren't fixing exploits and bugs, then what the fuck else are supposed to do? Thats when they get bored and come up with insane ideas to "make bitcoin better". If 2 blocks are found close to the same time, the miner including all those garbage transactions nobody has seen before also risks a stale block because the "standard" block was already validated by the majority of nodes already. Thats why slip stream cost double the regular network fee to make up for this possibility.
