Nostr itself is not very private although you can sort of use it with Tor.
But it is censorship resistant and there's a huge overlap of people who care about that and people who care about privacy.
There's also many (IMO misguided) nostriches who are in the "let them come and I'll fight them" camp or in the the related "privacy nihilism" camp.
The CIA is more than ok with using it though. They know how to be pragmatic!
