No it does not.
The network went down on March 12, 2013 for about six hours. And in 2010 on August 15th.
I should have guessed there were some early moments and patches/bugs etc.
It should theoretically have %100 uptime from now on though. Correct? Or at least that's the goal.
In theory, yes. Technically speaking, it would take something completely catastrophic, like the global internet shitting out to take the Bitcoin network down.
