I disagree that off chain counts as scaling. But that aside, the traceability of bitcoin transactions makes it dangerous to use in many ways.
I think fiat is and always has been a scam. At the same time, I think bitcoin lacks the privacy needed to safely use it and failed to solve scaling. The first has been addressed quite well in Monero.
