As long as Twitter account is anonymous they can't know if they are using X with VPN.

I think that depends on the VPN. Some don't obfuscate so the #ISP can clearly see the customer is using a #VPN. I imagine if they can, it's one more law away, forcing ISPs to block VPN destination outside the country?

A good VPN will look like this, but many will give you away, even some well known ones. Brazilians better educate themselves sharpish.

I don't know what's available in #Brazil but generally speaking, #nordvpn and #expressvpn both offer obfuscation. #astrill offer some very sophisticated #obfuscation that even works in #China but they're very expensive.
